It’s for large prisons, the foreman teaches in the workshop. So if you have lots of prisoners wanting to learn the Workshop Safety Induction and Carpentry Apprenticeship then you can run several classes at the same time. Plus have one in a office to research anything you haven’t yet got in that tech tree.
