What to do with all the Iranian spies?

As Iran you get to receive a lot of spies by focus tree and ministers. But the question is with to do with them? Normally collaboration government is the best choice but with the limited Iranian industry you can hardly spamming this operation. So what other missions/operations are worth considering?
