try and have enough sensor towers out to give you more warning, and consider bringing your rovers back within range of your drones to repair them if they get hit.
or at least have an RC rover safely stashed away to go out and repair any broken rovers.
definitely seems advisable to me to have an RC rover pretty early-game if ur in an area with high dust storms
 
Some spots are more prone to dust devils. If you see a lot of swirling lines on the ground, it means that the area sees a fair number of dust devils - enough that it's marked the landscape multiple times.

Aside from avoiding construction in these areas, there's not much you can do. Just be sure to have enough materials on hand to break anything if you have anything built up in these areas.

They don't always spawn in these zones, but they wander around them more often.

I think I've been noticing a pattern where Dust Devils collide with terrain and it seems to disperse them if they do this more than a few times. I built a base near a ridge which seems to defend the base from most Dust Devils. I'm going to keep track of this to see if it is true though.

So the ridge functions as a Baffle.

Would be great if you could actually build Baffles as a defense against dust devils. We're not talking about a full tornado here, simple concrete baffles ought to be plenty to prevent them from doing any real damage. That kind of structure is very commonplace in areas that are known for windstorms.
