What's the correct encoding for game's text files?

For the love of God, I can't find it. Tried events_text.csv in UTF-8, ISO-8859-1 and Win-1252 and game still displays rubbish instead of character é. Can't find anything in modding documentation either. Is there any knowledge around 'bout this or a word from developers lingering somewhere?

@pakotorino I think it's ANSI pseudo-encoding, though I have to test a bit more to be sure. It's indicated in this changelog: https://forum.paradoxplaza.com/forum/index.php?threads/darkest-hour-patch-1-04.882675/

Don't confuse it with ASCII - ANSI is mostly a superset of it, pieced together from two or three older encodings.
