Whats up with this?

There is a country named "The Armement Ministry" and every now and again there is an event in which its taken over. Can anyone explain what the heck this is about??

Second, I built a "Army Artillery" brigade that wont attach to inf/mountain or armor divisions. Whats up with these?

the event solves the problem that tech upgrades are only implemented after an annexation

the army artillery is designed to work with hqs only they give a hq a good fighting ability and would be overpowered for normal divs
