When modifying travel route I can't select water tiles

Description​

When I'm going to an event and try to modify route I can't select any water tiles. I can travel through water and modify route so I can pass through it but can't select them.

Steps to reproduce​

Go to any event, click on modify route, click on the plus sign, try to click on any water tile. Have tried it on a couple games
