When taking land, cannot revoke holy orders, enemy or friendly

Description​

Whenever I take new lands with an enemy holy order, sometimes even friendly ones, I am unable to revoke the lease from them, this seems to happen 3/4 times for me.
This has been in the game for over a year, fix it already.

Steps to reproduce​

1. Take new land from enemy faiths
2. Get screwed due to half the land remaining in enemy faith control
