When you build fields, they are used for building and not for work

Why should the farmers leave their subsistence farms? "I'm giving up my property and now going to state fields where I'm probably worse off and I'm doing the same thing as on the subsistence farm." Unemployed people think: "No, I'd rather stay unemployed than anything else Work"

If I understand the issue reported here correctly then this is WAD.

Farmers will only leave their subsitence farms if they actually can get better living conditions working elsewhere.
Farms will only hire people if they can actually make profit from the extra labour.
Qualifications are needed to fill higher tier jobs.

There is some sense, but you shouldn't prioritize the people who are dying of poverty first. (Unemployment is a big problem in China) Farmers on subsistence farms can live well, but unemployed people have a standard of living of 2. So the people who are better off get new jobs and the unemployed who are well educated don't? Many thanks for the quick response.

If you replace subsistence rice farms with non-rice farms, you've cut potential employment in half. That is, half of the pops previously employed on the subsistence farm won't have any immediate open position to fill (without other non-ag buildings hiring). Additionally, subsistence farms don't require proportional employment, which can be an issue in some cases where a building could hire more laborers or another profession.

If you have a save, or at least some screenshots, it'd be easier to tell what's going on and whether it's a bug or not
