Can someone tell me where installed mods are stored? I want to delete them all and force a new download, because since 2.81 the launcher does not seem to be reading half of them.

Launcher not appearing.
I click the Play button on steam, the launcher starts loading, and shows a blank screen, as shown in the attached screenshot. I have tried re installing stellaris, verifying game files, etc. I have hoi4, which works just fine. I can launch it...
