The Supreme Curator council position of the Galactic Curators civic gives a bonus to culture workers according to the tooltip.
At a quick glance I found no way to get culture workers
The Monuments that provided them in the past boost civilians now.

I'm a bit confused.

Culture Workers have been replaced with bonuses to Civilians. So this council position providing them a bonus is an Oversight/Bug. Search the bug report forum and vote on the issue if it already exists, otherwise submit your own report.

Culture Workers are a bureaucratic job swap.

According to the code, the only way to get "culture worker" job swap is the building you get from the artists, and a zone you get from broken shackles origin.

The wranglers you get from the primal calling origin should still be culture workers.
Primal Calling's tooltip may be broken. It's still listed as "+2 Wrangler Jobs" or "+1 Wrangler Jobs" for me, which is not how 4.0 works.
 
The special jobs that the three museums from grand archive give also count as culture workers for modifier effects - in 3.x I liked putting those on Wenkwort Artem for the +60% culture worker boost it used to give. You can also get one of those museum culture worker jobs from one of the resort world zones (grand museum).

Because you mention resort worlds.
I just notice that the Numistic Shrine gives priest jobs on a normal world and culture workers only my resort world.
 
I just discovered that the Numistic Shrine gives Culture Workers in the current version.
Only if you build both a Numistic Shrine and a Ministry of Culture on the same World; normally they just swap Priests to Numisitic Priests.

Building a Ministry of Culture changes the Job Tag for Bureaucrats and anything they have been swapped to into Culture Worker for the Planet it's built on as well as Empire bonuses such as on Civic Descriptions; I'm guessing since it's an Empire Unique Building they gave it the top swap spot.

As far as I can tell these bonuses still apply to all the unchanged Jobs on Worlds without the Ministry of Culture.

It's all a bit confusing since some things like Temples still say they grant Priest Jobs while the Numistic Shrine swaps the Job on the Building itself, but they both give Culture Workers.

The concept tooltips are out of date, but the actual planet modifier and building are correct.

The modifier gives +100 jobs and +1 job per 20 pops, while the building gives +200 jobs.

Ah thanks so it is not the resort world but the ministry of culture that did that.
