Where is the mod folder?

Is there not one in this game as with the other PDS titles?

If there's none, then just create one.

Yeah, but if the folder isn't already there, then I have to assume that creating a new folder won't do anything, since the game wasn't programmed to have it, right?

Sometimes, games are just not programmed to generate such a folder unless it's needed. Just create the folder manually and the game should start using it.

Well, thing is, I've already downloaded some mods off of Steam Workshop, so shouldn't it have appeared by now?

Mods from workshop are in "workshop\content\..." inside the same path, "Users\x\Documents\Paradox Interactive\Stellaris"
