I can't figure out where the modding tool is on the computer, once you install the game? What folder or file is it?

Also about how many character names are there for each faction in the game, on average?
 
I think it's called 'notepad'. It comes free with every installation of windows :p

In all seriousness, there are no official modding tools - the most you'll ever need is notepad for majority of paradox game modding, and MS paint for things like flags and mapping.

These questions are probably better off being asked in the modding forum, you'll get much more information there :)
 
I recommend GIMP for flags and mapping. It's free and does everything that PS does. Add the DDS plugin and you have a real modding tool. Check common/cultures.txt to see how many names each group has.
