Where's the file I can edit the number of dejure counties required to create a duchy?

To clarify, I need to change the percentage of dejure counties required to create a duchy from 50% to something else. But I can't find it anywhere.

EDIT: I found it. scripted_values\00_title_tiers_values.txt
