Where's the "Kidnap Character" decision?

Seriously. I just can't find it anywhere. Searched the whole decision folder with Notepad++ and the decision to kidnap a character just doesn't seem to be here. I'm sure it's here, otherwise I wouldn't be seeing it in game, but I have absolutely no idea where.

Any help?
