Since I always create my characters, I want to know where is a good place to start and learn how the nomads work. I thought about doing it with the large nomadic empires, but I really want something more bottom-up. Besides, if you create a ruler in one of these empires, all tributaries disappear.

I want to play on date 867.
 
Sami or the Sahel if you turn the options on are interesting starts at least because you're mostly competing against tribes as the nomads.

The Oghuz Khanate is the best 867 nomad start by far. You can expand north to reform the Göktürk Khaganate or use the “overrun kingdom” cb in Persia, Anatolia, or India.

If you don’t want to start at kingdom level there are several Oghuz tributaries in the area

any of the torumism (religion) characters are an interesting start, due to the religion and culture differences
I was referring to the normal steppe and the normal nomad religion, since I want my first experience to be as vanilla as possible.

Does anyone know if the thing about creating a new character causes tributaries to stop being tributaries?
 
1066 Tumbinai, Temujin's ancestor was a neat start for me, vassal nomad, needs to do something about his khan, perhaps migrate around, form his own khanate, try to recreate Temujin's ancestors.
 
I think the best place for nomads is the duchy Magyars own at the start of game, you still in steppe, but in diplomatic range for county-dense Europe. Where you start is not important because as nomads you can migrate wherever you want, in 862 you probably want to wait for collapse of Kirghiz and Khazar khanates - so either Buryatia or Central Siberia east of Urals is a good place to be
