Note that realistic does not equate historically accurate.

I read that in the game Victoria, you can choose how many of your citizens will be blue collar workers or farmers or so on. This is not very realistic. No emperor or president could ever point at someone and say "you're going to be a plumber, good day sir."
Actually the government can control a lot of that, with things like; level of bureaucracy, Tax policy, and land use ...
eg. You want less farming and more industry, lower taxes on industrial goods and rezone the farm land to industrial use.
