Considering the very strict requirements for tribals, why can nomadic governments easily switch to feudalism, the only requirement being your dominance level?
It would make more sense if it were a natural progression, from Nomadic -> Settling down as a tribe, then finally feudal -> administrative government.

There were many cases of nomad becoming feudal/Clan without becoming tribal. Places like Persia/china/India were ruled by former nomadic people who simply decides to adopt the ways the conquered used to rule.

Because steppe nomads regularly did settle down into different government forms pretty regularly in history, and that should be supported. High Dominance steppe Nomads are a more centralized form of government than tribal.

Mongols in China and Iran, Huna in India, Magyars in Hungary, and others are the examples they're going off here. The dlc doesn't seem to represent the hybrid way these regimes functioned for most of their existence (except Hungary) though which is a little disappointing

The devs mentioned something about adding hybrid nomad governments with AUH, though they only mentioned Chinese administrative government.
