Why does my GPU need to be working at 95% while in the main menu?

I've been trying to get several official regional mods and the download speed isn't great, so I have to leave the game running for a while. Then I noticed that my room was getting really toasty. Why does the graphics card need to be pumping on all cylinders while in the main menu?? Is it mining ethereum or what??

I've got a 4080 Super with 16GB of vram. The game is running some sort of 3D rendering underneath the main menu, I guess is so that save games are loaded faster. But is it really necessary? In my opinion is a huge waste. This is probably happening to everyone, not only me
