It has been happening as of lately, I haven't the slightest idea why either. Does it have to do with what version of DirectX I am running? (Which happens to be version 9)

Flickering often means that a program in the background is running. It could be musicmatch, virusscanner or other programs.
Check taskmanager and see what is running.
