why doesn't france surrender??

Hi

Sorry for posting a new thread but I couldn't find an answer to this in the forum.

In my game now as germany. I've completely occupied france ( Italy has 2 or 3 neighbouring provinces) since 1918. It's now 1920 and they still haven't surrendered. What do I a have to do to make them surrender??

Any help will be apreciated

As I recollect, France won't surrender until Russia does. Design decision.
