I think that the idea behind what you label 'super-leaders' is that the leaders represent the military focus or foci of a nation; i.e. the mobile, elite part of the armed forces. The rest of your troops are basically garrison quality.
IMO this is realistic in a sense, if you take the leaders to represent your veteran, best equipped units.
The problem is that every nation should have at least one such 'military focus' at all times (the great nations several). It doesn't have to be a historic leader, but it should be a leader that is significantly better than the rest.
My solution, as you know, is the leader project. Another solution would be a 'random focus' implementation, with one generic leader always selected as your focus.
