Wait, what does Cop have to do with the price of WoN? Also, why do you consider CoP to be broken? I've played a few games with random Americas and one game with a tribe and I don't recall encountering any bugs.
Note that the sale also includes daily deals. CK2 is up on the first day, and most of its discounts are 75 percent, so there's hope that a EU4 day will come with bigger discounts on this game's dlc as well.
Steam to our knowledge doesn't really do that kind of one day extra deep discounts any longer so what you see now is what you get.
