Why isn't alliance an option?

A new cry for help:
many times the AI does not offer the option to ally with a country. They are not allied with anybody else, they like you, you might or not have other allies, and share the same religion.
Why is it not possible to offer an alliance?
I am playing as France, In 1530 Portugal lost its ally England (turned protestant), our relations are +90, with a royal mariage, we just exchanged our discoveries. Why will it not offer me the option to offer an alliance?
Any help will be greatly appriciated.

Well, if you are in an alliance and are not the leader of that alliance, then you cannot enter into a new alliance. You'd have to quit your present alliance.

Also, if Portugal or yourself are at war with someone, you cannot enter in an alliance.

And if you just exchanged discoveries you'll have to wait a month before you can send another diplomat.

I waited another month, and could send a diplomat no problem. I am the leader of my alliance, with Scotland and Papal States.

I have had offers of alliance while I am at war, thsu I think you can make allies
during wartime. You cannot however vassalize/annex while your prospective
victim is at war.

If the option is not available, do you have enough diplomats? (I have made this error before... )
