I understand that it is reasonble for a artillery infantry to have a lower speed compared to normal ones, but a speed of 1 is incrediblely slow. In addition to this, I can't find any tech to increase the speed, so this is just the way it is?

Overall in Stony Road unit speeds have been reduced to 50% of standard due to much too fast gamepace and simply too fast units. So: Yes, this is a fact, but also one that the computer has to face 
Yes, but it just makes the artillery infantry useless for human player,except for staionary defence, at least I won't go for this any more.

you can research self propelled art. and you will increase speed of all art units by one which means that your infantry will have a speed of 2 although as a negative effect they will consume with the upgrade some oil.
There is no reason why arty cant be attached to normal infantry, and was in general the case. The arty just had its own transport is all
Also note that normal infantry divisions are not without artillery ... the attached artillery brigades represent extra artillery, apart from the divisional artillery. Obviously, it's extra heavy artillery, probably horse-drawn when attached to an infantry division.
