I don't think that blocking DLC is necessary as it would not imply competition with the content of the DLC. The DLC offers its own mechanics and content for the Landless Rules system. By this I mean that enabling this rule would be very useful for modders to provide new and different mechanics. Otherwise you would have to do some very outlandish tricks to emulate something similar when with a simple rule you can do it. With tthis i am not asking pdx to give the dlc content for free but instead do something like what they made with the struggles that can be used in mods.

Currently hunting for a citation for this, but this DLC's specific implementation of Domiciles for Landless Adventurers is what's DLC-locked, not the basic mechanics. Ditto Contracts.

IMO this is fine; either a mod is fiddling with the DLC stuff, or implementing it's own mechanics entirely, in which case the DLC script may be useful as a model, but you don't need it.

really? it tried it but couldnt. do you know how?
 
Little update. my team managed to do a landless government without the dlc but now I have the problem that it auto changes to feudal which cause the game loss screen pop up
