Steps to reproduce​

1. Start the game and set the date to January 1, 1450.
2. Start in a European or Maghreb country and open the Institution screen of a country where the Renaissance Institution has spread.

In case you still have this problem, it could be a broken localisation file or a bug in the modification which you applied to eu4.exe which changed your date(I guess a multi-byte patch/dll to allow characters for languages which eu4 doesn't usually support), because it shows the correct modifier for me:
