like on picture, in previous game I saved design of interwar medium tank that I want to share between games, I researched project for flame tanks, and it says "you require the following modules" which is empty, and design is not possible to use?

What you are showing is an incomplete design.
You do not have a weapon in the design. If you are trying to design a flame tank, you need to place a flamethrower in the design and designate the design as a Flame tank.

When I switched to latest steam version, the design on the left side has an inter-war chassis. The tile on the right side seems to show the basic chassis.

Looks like you dont have the Flame Module unlocked in this game that comes from the Flame Tank Special Project.

no mods, and somehow interwar flame tank uses basic hull picture, yeah.. also, it is after I researched special project so I already have flamethrower accessible
