Why won't my EU4 launch correctly? HELP!

I keep getting exit error 3221225781 where it asks for .NET and Visual C++ Redistribs. I am pretty sure I already have those so I don't know what's happening. I have the launch logs for today attached, as the same error is happening on Stellaris too. Idk what to do.

AFAIK this error indicates that a DLL is missing. What happens if you start eu4.exe or stellaris.exe directly? Does it give a better error message?

There's no error until I click play on the launcher. How would I fix DLL missing? I need this explained to me like I am braindead.

The first step would be to try to find out which DLL is missing or broken. Have you tried starting eu4.exe directly? That usually gives some information which DLL is missing

It says d3dx9_43.dll was not found. It suggests reinstalling but I have done that 5 times.

What did you reinstall? You need to reinstall directx9 to get that DLL.
You can try to run a windows repair tool for system libraries as explained on this website. But I don't know if it restores directx9 and it might be that directx9 was never installed on your system.
