I married a couple of my officers to wives that provided a discount to building costs -25% but none of the costs have changed. Both wives have the skillpoint +1 ability and those applied so this is the only one I have noticed so far that does not seem to work.

Yes the officers are in charge of the area. I put one of them in charge of an area I just conquered, I think it was east mercia where you destroy the fomorian gate and you have a bunch of towns you can rebuild. The price on them did not change at all once the officer was married.
 
It is still the case in 1.1.06 - it has NEVER worked.

You can use any of the many save files I have sent in to check, if you want. I'll not bother sending in yet another to illustrate this problem, but if you use e.g. the one I sent in for the cooldown reduction stacking bug, you can reproduce it by marrying an unmarried champion (such as Balan) with the wife that has Master Builder (Avarona) and assigned a fief to Balan that isn't fully built up (e.g. Malahaut) and then hitting end turn until you reach the winter season; You'll notice that the building costs in the fiefs supposed to be affected by the Master Builder ability are unaffected.

Whether this is because the Master Builder ability is erroneously not applied at all or whether it is considered to be a duplicate of a cost reduction granted by diplomatic treaties (and deliberately not applied) we cannot know as players, but it is for damn sure that the price that is used is unaffected. :)
