The landless watch represents the fact that the watch still exists but is in hiding so they aren't rounded up and executed by the wildlings. It also allows for the fact that they can be restored to their lands.
 
..and it also means that if the bug persists and the player or the AI fail to take the Wall, the game has got to be restarted / console cheats used to fix the issue?
What is the issue you are on about? The landless watch, cause that is not an issue as I just told you it represents the watch being in hiding, they can be restored and when they are they get all their land back.

The entire watch isn't landless, just the Lord-Commander (his vassals are landed).

It's being unable to declare a war to take the remainder of the Night's Watch's territories due to the fact their top liege loses his personal domain. He becomes diplomatically immune and the only way to solve the issue so far is to cheat through the console or some save-editting.

This is particularily annoying when the AI doesn't manage to do that properly and seeing the whole history has been messed up due to a bug, makes me simply rather restart the game.

What you are referring to is, I think, not the Landless Liege Bug, but something that isn't a bug at all.
