Khazars had Beg and Khagan, Bulgars (at least Danube Bulgars) had Kanasubigi and Kavkhan (this title is considered to be possibly hereditary and held by members of the same family)
Magyars had Gyula and Kende, Avars had Khan and Jugurrus. Well actually we may do without with the last one considering we don't have and likely won't ever get 769 start, but Khazars exist in two bookmarks, Danube Bulgars exist in 867 and rebelled several times after 1018/9 and kavkhans were part of these revolt like kavkhan Georgi Vojteh's rebellion in 1071 and while it disappeared very early from Magyars, when they migrated to Pannonia they were a diarchy.

Seljuks, sometimes, were also diarchy too.
First seljuk sultan tughril ruled the west of the empire while his older brother chaghri (father of alp arslan) ruled the eastern parts. [ in turkic tradition, east is considered holy so older brothers would be given eastwards of a realm while youngers were given westwards]

During the civil war between Berqyaruq and Mohammed, two claimants to the throne, agreed upon dividing the realms into east and west, again, but note that mohammad who ruled the west still recognized berqyaruq as his superior.

And sultan Sanjar gave iraqi land [the west] to a younger member of the seljuk dynasty and made him a diarch to the throne. The said "younger member's" children also successeded him as diarchs.

Göktürks also did that and so did Huns until Attila murdered his brother (and even after it) this is not exactly diarchy in the sense of how CK3 implemented it(although you can grant Co-Emperors kingdoms, this isn't necessary), but Kavkhans with Bulgars, Kende with Magyars etc. are, these did not divide lands.

No, seems like Mongols are the only steppe people that get most of the new features. Sometimes some Turkic tribes can take part of it too, if they've been good bois.

Hilarious when you consider Mongol Horde was mainly made up of Turkic peoples and especially Cumans.
Even more hilarious when you consider there were not a single mongolian realm relevant to the middle east + eastern europe prior to genghis khan.
I will double down and say there were no mongolian realms relevant to the east asia until to the rise of Liao dynasty (Khitans)

Turks, however were relevant to the both.

Edit: What i mean by "zenith" is the start of medieval period until the rise of genghis.

Edit 2: i found the "at their zenith" part useless because mongols were relevant to the both worlds at their zenith too. So i removed it.
