I am still a bit confused about how rebels will work. We know that there is pop satisfaction and different types of rebels, and that rebels will cause a civil war scenario where your country splits in half.

What I would like to see though, is a Crusader Kings style mechanic where a rebellion happens initially through an ultimatum when the rebel faction considers itself powerful enough to challenge you.

However, in EU5, it seems like we still have rebel progress growth like in EU4 - does that mean that rebellions will start when that progress reaches 100%, even if the rebels are not powerful enough the challenge the state?

Additionally, I hope rebels are able to negotiate with surrounding countries, or that surrounding countries have more mechanics to support, arm, or encourage rebels.

I'd like also a system for negotiating with the one you're at war with y'know like Dutch Republic Spain truce, or nobility and the ruler agreeing on privilege terms

We do know that rebellions should have the ability to forge alliances, or otherwise seek support, from their former country's rivals and other interested parties (nations of the same culture as the rebels f.e.), but beyond that we don't know much about how that actually works in practice.
