Will the Manhattan Commune be returning?

In Vicky 2 I remember there was an Easter egg independent NY tag called the Manhattan Commune as a reference to the difference engine. (The Vicky 2 tag is the source of my NY State flag flair) I wonder if it will be coming back in Vicky 3.

If it is, there should be an achievement called "The Empire State" for turning it into a great power.

I second this. It would really be fun to try to play the Manhattan Commune. If the game emphasizes fun tall gameplay as much as it seems like it does, it would be fun to see what a skilled player could do with such a small city.
