Hello, I have both the VIP mod and Revolutions installed and haven't played vanilla, so I don't know if the problem at hand applies to the vanilla game or just to one of the features I've installed.

The AI declares war frequently enough when set to furious, but once they have a nation on the ropes, they pussy out and sign a ridiculously lax peace treaty instead. Some examples I encountered on normal with the AI set to furious were:

Russia declared colonial war on China and occupied the entire northern half of the country. They then took only one province in the resulting treaty.

Italy and Germany gained up on France a couple times. In both wars they were able to occupy about 80% of mainland France, obliterate their army and then take only a small amount of provinces each time. By the end of two wars where France could have easily been kicked out of Europe each time, France still retained about half her European land and was still a great power at #5

Between these two wars Britain declared colonial war on France. Britain was absolutely destroying France and had taken all her colonies except for a few in North America. If the British had pressed on, they would have easily taken complete control of France's entire colonial empire. Instead they signed a peace treaty where they took a large amount of land, but left France with a fair amount of territory the British had occupied.

I have plenty more examples, but is there any way to make the AI not mortally terrified of completely dominating another nation? Will I have to mess around with the savefile, download something or is the solution something obvious and simple?

It's not a 'problem' but the AI working as designed to reflect the era of the game: Victoria is not a Total War game and the AI behaves reasonably to keep its war exhaustion and 'bad boy' rating down.
 
The 19th century wasn't a era of when you saw massive conquests by wars.

Take for example two major conflicts of the era, the Austro prussian war of 1866 and the Franco Prussian war of 1870. In the former, the prussians took no territory at all, despite completely defeated Austria's army. In the latter, the Prussians had completely occupied northern France yet only took 2 provinces, alsace and lorrain.
