The problem has been here since I purchased the game a long time ago. The 3440x1440 screen appears to be too large for the opening screen. When the opening screen is resized appropriately in the windowed mode, it works fine. My OS is Windows 11 and I purchased the game at Microsoft Store. There are no error codes. If you need more information from me, please let me know.

Please gather both these two informational files, and attach them here:

C:\Users\<UserName>\AppData\Local\Packages\ParadoxInteractive.81845321AE_zfnrdv2de78ny\TempState\UnityPlayer.log

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
 
Looks like a problem in DirectX or your video driver:
Direct3D: detected that vsync is broken (it does not limit frame rate properly). Delta time will now be calculated using cpu-side time stampling until the game window is moved.
What vsync setting did you choose in the game's options? Whichever one, try the other two.

If it happens with all of them, let's do a clean reinstall of that driver:

- uninstall it and all other nVidia driver
- reboot
- install Dec 2022 by fresh download https://www.nvidia.com/Download/index.aspx?lang=en-us
- reboot again

There was a discrepancy between the refresh rate on Windows and the one on Nvidia Control Panel and I fixed that. :) I still don't get a normal opening screen when the game is in full screen mode, however.

Did you do the clean nVidia reinstall I described?

And, unload GeForce Experience before starting the game - any better?
