When playing as an Indian ruler that doesn't have the wootz steel innovation and hybridizing with a culture that does, it is possible to build wind furnaces in Indian non coastal/riverside provinces. Even in the counties of other cultures with the wootz steel innovation you can then build without said terrain restriction. Apparently your vassals can build them there too and maybe even independent rulers. I was able to reproduce this with two different Indian rulers. When I tried it with the french king it didn'tWhen I went testing and started as the king of Chola in 1066 I couldn't even build wind furnaces in Urayur and Karavur, two riverside holdings. Not sure if you changed your mind about them only being buildable on the coast, but in the dev diary you wanted them to be buildable near big rivers, too.
Steps to reproduce
Play as a north indian Ruler, I tested with King of Pala/Paramara.Hybridize with Deccan-Indian culture, I tested with Tamil/Kanares (don't know the english name of the latter).
Build wind furnaces in all indian provinces that have a culture with the innovation, regardless of the ocean/rivers.
