Wont let me create Dukes (may13)

Dont know if this is just me again o but,

may 13 patch I am playing King of Sweden and the 'Grant Title' is greyed out.
I have one province (so I know I cannot grant to those in my court or create Bishopric)

But this applies to my count vassals that are directly vassalised to me. I have 4 Duke titles I could give out, but when I hover over the greyed out grant title it states I have no titles from which to give.

Saving and reloading do not seem to 'fix' it.

Yes, you can't give out any titles if you have just one province.

Yes. I know it sounds illogical, but I suppose it's some kind of safety measure to prevent situations where you would give your last county title away.
