Wont uninstall

i have a problem... i acadently usedt the HoI 2 1.3A update on HoI DD
And i cant start it, so i need to uninstall and reinstall it..... but i cant unistall it, it seams that the "bar" that indikates how meny % that is left gows from 0 to 100 on 1 sec flat.... and nothing happends. So i fuigerd that i just delete the folder and install but.... same thing, nothing, the install prog just jumps to the "finish" thing
