Under XP multimedia edition SP3, I found that only an administrator could run the game.

- The game was installed by an administrator.
- All administrators can start the game okay.
- When starting the game as an ordinary user, there is no splash screen, only a dialogue box entitled Microsoft Visual C++ Runtime Library, with the text "This application has requested the Runtime to terminate it in an unusual way. Please contact the application's support team for more information."
- This happens even if the user has the same privileges as the Administrators group.
- Ordinary users cannot create or modify any files or folders in the Europa Universalis - Rome folder or its subfolders.
- From a user account, make a copy of the Europa Universalis - Rome folder and all its contents.
- From an administrator account, rename or delete the original folder.
- Rename the new folder to Europa Universalis - Rome.
- The chosen user (only) can now run Rome as usual.
