Just chiming in here terrain.party is very straightforward as well and is made specifically for Skylines.

World Machine is great for making fictional heightmaps.

Just chiming in here terrain.party is very straightforward as well and is made specifically for Skylines.

Unfortunately it creates black maps or maps with very little identifiable features for Canada (or at least Quebec). Too bad!
