Writing events

I've learned how to write events and descriptions to them but where they should be placed to work correctly and what should be their names?
For example I want to add event for Russia in 1654. Event/Actionname number couldn't be that of other russian events (about 3400-3450). Should I use some numbers above 7000? Suppose I place it in major_rus on the end of that file. Can game handle this and go with the event in correct time?
Text.csv is another strange thing to me as numbers of actionnames go up the page. If I add event 6999 should I place it in the mid of file to keep the order or on the bottom?

Try to use the numbers above 16000 as Paradox has dibs on the others.

As for txt thing I usually put it with the other eventtexts but I dont think it really matters.
