[XBox] - Balloon parks always showing 0 vistors?

Hi. I built the chiroer balloon and a tourism balloon but even after over a year both show 9 visitors. But balloons are flying around and I got tourists on tours and in my parks. Are the stats for the balloon buildings bugged?

Xbox one x/PS 4 I believe they need to be placed near tourist attractions.If I place any balloon tour near a major tourist area, let say a zoo. Then I get visitors. Out on their own I get none. I never worry about it . I enjoy the balloons floating about. And usually add one blimp too just
because I like them.
