Xbox Series Remastered (and Xbox One) - Often impossible to navigate UI for public transport lines

If there is no bus or a stop below the right Popup where you set number of busses etc, it's impossible to navigate down to jump to a stop or vehicle. Sometimes I'm stuck in the line below and I can't get the cursor to go up to adjust number of vehicles. You have to wait until a bus is below to move the cursor there.

It's sometimes very annoying.

I had to go across to the very last stop and then was able to navigate up and down on ps5, it's a bit rubbish but it's been like that for a while I thought
