[XBox X/S] Remastered - university not used despite high demand

I built a big university with about 5k slots but university info view shows its red and 7k could be in university. But in reality only 1200 of the 5000 slots are used by people. Why are they not going to my level 4 university?

I added several bus lines, subway, taxis and even a helicopter nearby. Roads are free. So why is the university not used properly? Did I miss something or is something bugged?

The other 2 schools are in the green area and almost no red houses in town. So there should be enough educated people to go to university next?

Even with good transportation options, the distance between residential areas and the university may still be a deterrent for students. Ensure that there are residential zones or districts nearby, preferably within a reasonable walking or commuting distance.
