Description​

Hi,
In those screenshots, I think there are some text whch shouldn't be yellow highlighted.
From my understanding, highlight should happen on resources name, provinces names, dates, but not a whole texte.
The most flagrant of it is that in the last condition of "manufacture" the first option is fully yellow highlighted, but not the other ones where only the type of building is yellow highlighted.
Other institution for perhaps maybe the same issue, but less easy to see.

I didn't check previously already spawned institution before their apparance, and now the date and tooltip are replaced by the home province of that institution and tooltip do not appear.

Steps to reproduce​

Start a new game, hover on the dates of each institution.
