My industrial demand has virtually cratered since, I'm assuming, the latest patch came out. I'm currently at zero zoned industries(had to dezone all of them due to constant abandonment)hence my city has 0% industrial happiness but with 600 import/ 7,500 export, unending residential demand and still with just only my commercial, a level 5 farm and a smattering of fish harbors providing jobs to my citizens. Can't even zone them high rise IT clusters/regular offices due to this "weirdness." I was able to squeeze in a couple tiny offices here and there but have not been able to since. I noticed that my farm has like 1500 people in it but only like 900-some available jobs accdg to the info panel. Could this "brain drain be causing the complete absence of industrial demand? Anybody got anything about this?

Addendum: I don't have industry 4.0, schools out or any of those policies. I only have the 2 business enthusiast policies, free intercity bus ticket, extra aviation club flights, recycling and the smoke weed policies turned on. Maybe my citizens have become too stoned to work in offices and/or other industries other than organic shops and the farm?
