Zoroastrianism has two marriage doctrines

Description​

Zoroastrianism has both doctrine_monogamy and doctrine_concubines set in 00_zoroastrianism.txt at the religion level. This causes tests for doctrine_monogamy and doctrine_concubines to return true for most Zoroastrianism faiths and results in doctrine_monogamy becoming active if doctrine_concubines is removed.

The fix is that doctrine_monogamy should be removed from the religion level in 00_zoroastrianism.txt

This seems mostly harmless in vanilla game play but it causes religion modding of Zoroastrianism faiths to throw some truly confusing errors (particularly if it happens because you're modding all faiths)
