Developer Diary #28: Hunters

In Dev Diary 17 we introduced you to the Anarchs, one of the enemy factions you will face. Tonight, we want to introduce another: the I.A.O.

The Information and Awareness Office spearheads the U.S. government's response to the Blankbody threat. While officially defunded, it operates on a large black budget that allows its hunters to face the undead under the guise of "training missions" and "counter-terrorist strikes”.

Agent Baker is pragmatic and methodical. She leads the I.A.O. in its mission to investigate the Blankbody presence in Seattle. She doggedly follows up on any suspicious deaths or disappearances and re-examines historical events to achieve her goal: to understand the monsters that she hunts so their elimination can be absolute.

The agents under her command respect her and have given her a nickname, which she bears proudly: “Mother Hen.”

First and foremost the I.A.O. needed to represent a different type of enemy to those that the player would have already encountered in the game. As opposed to the rough and ready Anarch, I.A.O. are a highly trained paramilitary force hunting a very specific type of prey.

From their hard leather padded extremities or the glaring haze of the thermal weapons, we really wanted the I.A.O. to both look and feel like an adversarial force an elder vampire would think twice about before attacking.

I.A.O. are human and thus use technology and tactics to fight their foe, so it was important that we convey the range of enemies and the threat they pose to Phyre as visually and distinctly as possible. Ranged enemies have large, hooded ponchos framing their piercing eyes from range. The more up-front melee enemies have wide dynamic stances as they swing their thermal batons at you. The weapons are military grade so overall feel harder, heavier and built for a specific purpose. The I.A.O. may not have the perks of ghouls or vampires but they’re a formidable force, using technology to their advantage.

In one of my favourite quests to work on, Phyre explores an I.A.O. stronghold on Harbor Island which is heavily guarded both inside and out by I.A.O. agents.

It’s one of the game’s largest and most expansive combat areas, providing multiple ways to navigate the environment, as well as allowing you to tackle objectives in whichever order you choose. The I.A.O. have set up thermal shielding to block certain routes - touching or going near the shields will damage you. You will need to search Harbor Island to find a way of shutting them down, opening up more areas to explore.

I.A.O. agents are more organized than the other enemies you would have faced by this stage of the game. They patrol the facility in groups making it harder to pick them off one-by-one, and their use of night-vision goggles, searchlights, and personal radios requires you to be more strategic if you want to take them out without being spotted.

If you engage the I.A.O. in combat head-on they will use more militaristic tactics with better accuracy and knowledge of their weapons, knowing where to shoot you for the most damage. They wear combat armor, allowing them to take more damage than other humans, but are still weak compared to ghouls and vampires. They make up for their mortal frailty with an arsenal of anti-vampire weapons, which are the strongest you will face in the game: Thermal Batons for close combat, which unlike other enemies will cause damage if you hit them when they are blocking your attacks; Phosphor Grenades which create pools of burning damage to flush you out of hiding spots; and Sniper Crossbows which fire explosive bolts causing lots of damage if you don’t remove them in time.

A favourite tactic of mine is to catch the phosphor grenades or explosive bolts mid-air and throw them back for maximum carnage. It's also a great quest for using a Ventrue’s Possession ability, getting an agent to attack one of their own and hearing the panicked screams of friendly fire!

Santiago
The I.A.O. aren’t the only hunters to feature in Bloodlines 2. There is evidence that an ancient hunter is active on the streets of Seattle.

In the early years of the 20th Century, many Kindred met their Final Deaths at the hands of a hunter known only as Santiago. Multiple coteries were wiped out in San Francisco and New Orleans, their destruction attributed to this same relentless pursuer. At the site of each incident, an ornate metal memento in the shape of a sharpened cross was left behind. Crucifixes of this form are called the Cross of St. James - hence the name given to this hunter.

Speculation persists that Santiago, whoever they truly were, was a member of the Society of Leopold, one of the most ancient and feared factions of hunters of the supernatural. If that were true, Santiago would have seen themselves as a soldier of Christ, waging a holy war against the Damned.

I'm also very excited to hear about another instanced area that is not part of the city streets. That makes me think that the city is indeed more of a hub. Overall these last few dev diaries have been really good and promising.

..but I notice you didnt mark down the date for the next dev diary. Does that mean there might be a bigger dev announcement on the way..? I'm really hopeful that there won't be any more delays... U_U Otherwise Im getting really hyped about this.

I like it. Looking better and better. I would question why a disavowed agency on the blackest of black budgets has their acronym emblazoned across their gear. And why you would ever wear a hood while needing to see everywhere all the time before being murderized by some monster. Style over Substance doesn't work great for vampire hunters.

The addition of a legendary solitary hunter is a really good idea, implying a depth to hunters and an intriguing NPC to meet, as well as linking it to Bloodlines 1.

To be fair, if your identity is leaked to vampires then your also dead & not only you are dead, but potentially your loved ones.

What exactly are thermal batons? Are these in a book or are they original? Are you just like putting a heating element upon the end of a baton & hoping to burn the hel out of others with it or is it more complicated then that?

Second inquisition has all manner of anti-vampire weapons, and the batons are just one example I'm sure. They needed something to deter a vampire in close combat, since SI are just regular humans. They need an edge. This and the heat-shields.. lets not examine this too closely. They are SI anti-vampire stuff, thats all :p Also this game is at liberty to write new canon if it wants.

I just honestly feel like you could make something more sensical by using something that would actually trigger the Rotschreck, the vampires instinctual fear of fire. A stupid or mindless blank body is far easier to kill then one cunning & thinking things through. Vampire the Masquerade is ostensibly set in our world & as silly as it can be at times, I'd like to see hunters using logical weapons when it's something like an actual government agency of pretty well informed & well-equipped hunter squads.

Gun's make sense, crossbows even make sense due to being quieter & being used in some real-life militaries like China's & even the chance to potentially stake them from afar in an ambush is great. I just feel if you're going in with some kind of baton against a blank body, you're going to be trying to stack the deck by making sure it would actually potentially set said vampire on fire or make them have to fight against that fear. Phyre as it is a good main character to fight against enemies like this & the Developers imo should utilize the fact Phyre is an elder to put her against enemies that would give final death to any neonate.

Whose to say that the heat weapons dont trigger rotschreck? But very likely Phyre can just soldier through it because, you know, elder.
Even in the tabletop rules you can burn willpower to ignore effects that make you lose control for a moment.

That's why I'm asking about hunters with true faith, not atheists or agnostics. For a vampire, an atheist with a cross will be a clown whose head needs to be bitten off, while a Catholic who deeply believes in the power of the cross and God will most likely deprive an even unbelieving vampire of power and perhaps even unlife. Ultimately, true faith touching those who bear the "curse of Cain". Meanwhile, it is the curse of Cain that is the source of the extraordinary powers of vampires. And their immortality.

Right now I couldn't tell you if these weapons are used elsewhere but yes, you got the gist. Burn vampires with heavy stick. :D

Very likely the mysterious Santiago Cross hunter will be one... I doubt the rank-and-file will exhibit any signs of true faith.

But can you tell what is next?! There was no date for next dev diary.. I feel the immense weight of anxiety upon me for not knowing if we are still on schedule with Bloodlines 2..

Still a bit puzzled about why is presumably some hunter telling an elder Vampire wich weapons work on them and wich are just legends ...
I would expect Vampires to know such things. :-/

But even i have to admit that theese DD are finaly getting interesting.

Still not a fan of all that action focus tho. :(

Its a classic "I know your secrets" attempt at intimidation. Vampires obviously know their own weaknesses, by listing them the hunter proves that they know as well, hoping to instill fear.

In my own head, I would have Phyre say: "Congratulations. You have caught the tiger by the tail. What do you plan to do next?" :D

"I know who you are, ergo we are equal" ... works perfectly on humans.
"I know what you are, ergo im aware you are basicaly a demi-god compared to me" ... seems a bit silly. :D :D :D

I hope that in the next DD they will address the issue of physics in the game. This is an extremely important aspect of the game. We know that you can throw objects telekinetically, but I am interested in whether throwing an enemy from a height will kill them immediately or deal damage according to the height ? Will throwing an object from above onto an enemy deal damage to them, or jumping off a building directly onto an NPC will be treated as an attack and deal damage to that NPC, and whether our actions will destroy the space in which we move. For example, smashing an opponent into a wooden chest should end with the aforementioned chest shattering. Jumping off a roof, for example, should deal not only basic damage but also add up to damage from falling because at the moment of the attack, force + weight x acceleration concentrated on, for example, Nomad's fist.

Well, since we're on the subject of physics and a vampire game, there's a fundamental question about corpses. Sure, we go to an alley, suck some poor guy dry and what next? At this point, no NPC has noticed us, but a few seconds later he enters the alley and what? He should come across a corpse and raise the alarm even if we're no longer around. I see two solutions, either we implement a system of hiding corpses in, for example, a trash can and forget that they ever existed or we add items needed to destroy abandoned corpses, for example, a canister of acid/gasoline that Phyre will take with him on hunts to get rid of traces. Ultimately, you can also take the easy way out and generally state that if you haven't been spotted near a corpse, you're safe and you can wait a few minutes, NPC medics will show up to take the body and you'll be able to attack them as well.
