EU4 - Development Diary - 10th of July 2018

Hello everyone. For those of you who have no idea who I am, I’m EUIV’s Content Designer, replacing @Trin Tragula who is now Game Designer on Imperator. I started working on EUIV in January with Rule Britannia and I’m looking forward to creating content for the game for the foreseeable future.

In today’s dev diary I’ll be showing off the new formable nations coming in the 1.26 Mughals update as well as their national ideas.

Astute viewers of our weekly Dev Clash (currently on hiatus for Summer) will have noticed that Delhi is now formable. Once a mighty empire encompassing nearly the entire subcontinent, the Sultanate’s fortunes declined dramatically after Timur’s devastating invasion. It is increasingly unlikely that the ruling Sayyid dynasty will be able to hold the city as their neighbors in Jaunpur and even their own subject, Bahlul Lodi of Sirhind, seek the throne for themselves. Forming Delhi in 1.26 will not only give you access to their unique mission tree, but also to their new national ideas.

Delhian ideas:

 dlh_afghan_nobility:0 "Afghan Nobility"
dlh_afghan_nobility_desc:0 "Much of Delhi's nobility is drawn from the ranks of the Pashtun Afghans, a people with a long history of conquest and rule in northern India. Though at times a political hindrance, their martial skills are beyond question."
 dlh_suppress_rebellion:0 "Suppress Rebellion"
dlh_suppress_rebellion_desc:0 "There are many potential sources of rebellion; the Afghan nobility, the Hindu populace, and disgruntled Rajputs may all become threats to our nation. The best policy when dealing with such threats is to violently suppress them before they erupt into disaster."
 dlh_expansionism:0 "Restore the Delhi Empire"
dlh_expansionism_desc:0 "The Delhi Sultanate once encompassed nearly all of India. It must rise again!"
dlh_textile_innovation:0 "Promote Innovation in Textile Production"
dlh_textile_innovation_desc:0 "The thriving textile industry in Delhi makes our nation a center of technological innovation for the industry. As early adopters of the cotton gin and worm gear roller, we know the importance of staying ahead of the curve in these matters. We must now ensure that the spinning wheel is adopted as widely as possible."
 dlh_reconquest:0 "Re-integrate Former Provinces"
dlh_reconquest_desc:0 "The once vast Delhi Sultanate has lost most of its former possessions, but we have not forgotten the means of administering them. As we work towards restoring our past glory, we will remind local rulers of their duties to the Sultan."
dlh_grand_trunk:0 "Protect the Grand Trunk Road"
dlh_grand_trunk_desc:0 "The Grand Trunk Road runs from Kabul in Afghanistan to the coast of Bengal. Many of the most important trading cities along its route are part of our Empire, and so it falls to us to ensure that the Road is well maintained and free of banditry."
 dlh_throne_of_india:0 "The Throne of India"
dlh_throne_of_india_desc:0 "For centuries every great Indian empire has been ruled from Delhi. It is the seat of conquerors, and our birthright. All must know that Delhi is once again home to the rightful ruler of all India!"

Panjabi players without designs on the throne of Delhi may now form Punjab after converting to Sikhism. This will enable the Sikh branch of the new Indian mission tree, which focuses on the establishment of the Sikh Empire.

As shown in earlier dev diaries, we've broken up Nepal into several minor nations, with Nepal itself becoming a formable nation with a striking new map colour. While Nepal will retain its current militaristic idea set, the Nepalese minors have a set of their own.

nep_kashmiri_traders:0 "Invite Kashmiri Traders"

 nep_new_festivals:0 "Institute New Festivals"
nep_new_festivals_desc:0 "It is not enough to honor the gods by building temples; we must also celebrate them publicly by hosting regular festivals in their name. The deities most deserving of our affection are Indra, the King of Heaven, and Kumari, the living goddess who incarnates in the form of a young girl. As well as serving the gods, these festivals will also be popular among the common people."

nep_seize_mountain_passes_desc:0 "Nepal's mountainous terrain forces armies to march through certain passes if they wish to reach their destination safely and quickly. We must identify every likely route into our nation, seize the territory, and fortify the passes so that our enemies will not be able to enter without taking heavy casualties."
 nep_judicial_reforms:0 "Enact Judicial Reforms"
nep_judicial_reforms_desc:0 "The laws of our nation have until now been disorganized, unevenly enforced, and arbitrary. It is time to implement a code of laws that is simple, just, and easily applied."
nep_end_division_of_domains:0 "End the Division of Domains"
nep_end_division_of_domains_desc:0 "The domains of Nepalese princes have been growing ever smaller as their lands are divided between his sons upon the death of the king. We must institute a clear and single line of succession to keep our realm unified."

Moving on to the eastern part of the subcontinent, Orissa is now formable by nations willing to brave its vassal swarm to wipe it off the map. Forming Orissa will net you access to their unique missions, but it isn't the only option available to nations in the region. The Kingdom of Nagpur can now be formed by Central Indian nations who manage to unify the Gonds and Garjats. Historically founded by one of the Gond kingdoms, it later became dominated by the Bhonsle Marathas who made it into one of the largest Indian realms of the 18th Century. As with all our new formable nations, Nagpur has unique national ideas.

 nag_invite_maratha_warriors:0 "Invite Maratha Warriors"
nag_invite_maratha_warriors_desc:0 "Maratha warriors have erupted out of their homelands in Maharashtra. Many of their generals offer their services and their armies to rulers they deem worthy. We should court these generals to attract a new military caste into our nation."
 nag_no_cb_best_cb:0 "Unjustified Expansion"
nag_no_cb_best_cb_desc:0 "Our enemies are weak and we are strong. They control rich lands that we desire for ourselves. What more reason should we need to take all that they have?"

For southern Indians the Nizamate of the Deccan is now formable. Historically beginning as mere governors under Mughal rule, the Nizams would become an independent monarchy ruling over a large portion of the Deccan Plateau. Forming Deccan will give you access not only to a unique set of national ideas, but also to the Bahmani mission tree.

dec_diwan_funding_desc:0 "Let us divide our lands in three equal parts. One will go to the state itself, to care for our rulers and the treasury, one will belong to the nobility and other powerholders and the last third should be entirely dedicated to funding the needs of the Diwan. This way we ensure that all infrastructure projects are paid for fully without taxing other state incomes."
 dec_foreign_trade_privileges:0 "Privileges for Foreign Traders"
dec_foreign_trade_privileges_desc:0 "The ports of Deccan attract traders from all over the world and it is from this trade that a great deal of our wealth derives. We must do what we can to safeguard the relationship between us and the foreign merchants who regularly invest in our state and come to redistribute our goods."
 dec_empower_paigah:0 "Empower the Paigah"
dec_empower_paigah_desc:0 "Some families have been of greater service than others. We must reward our most ardent supporters and allow them great freedoms within our state. This way we will have entrenched faction of supporters that are always willing to contribute to our cause with men, officers and administrators."

Let us aspire to show these riches to the world, so that they are always aware of the splendour of our court. Emeralds, pearls, diamonds, rubies, and all other kind of stones will soon become synonymous with the mention of our name."
 dec_encourage_industries:0 "Encourage Growth of Industries"
dec_encourage_industries_desc:0 "Our land is rich in raw materials but it does not have the same concentration of centers for manufacturing as in the north. Let us use the funds of the state to encourage the growth of private enterprise so that we will soon have a thriving sector of refined goods ourselves, that we can then export at the great trading ports we already control."

As well as Nagpur and Deccan, this snapshot of the year 1756 also shows another formable nation: the Maratha Empire. While they already had an idea set in 1.25, we've improved and revamped them for 1.26.

Finally, forming Bharat or Hindustan will no longer be within easy reach of any nation in 1444. You must truly become the master of India before laying claim to the entire subcontinent. Though these nations have become much more difficult to form, they now share a new mission tree and each have their own national ideas.

nah, show me any decent NI set without any top-tier military quality modifiers (like morale and discipline at least)

Rajputana doesn't sound like it's difficult to form.

Looks can be deceiving :)
It's not Bharat/Hindusthan but it does require defating more or less all powers in northern India. Rajputs were significant power holders in many ways in most of Northern India and had big empires once upon a time :)

Besides, this is just a non-argument. By your logic, nobody should care if Germany got +20% discipline, because the AI won't manage it and in multiplayer no-one should be allowed to unite all of Germany anyway.

Why would and should anybody care though. If you are in the position to form Germany, you have pretty much won the game already. And it's the same if you manage to conquer all of India, regardless of playing in SP or MP. It doesn't matter what kind of bonuses you get at this point anymore in my opinion.

But exaggeration aside, the bonuses have to be reasonable of course. None of these military bonuses seem out of line to me. You can find +5% discipline and +another military bonus in idea sets all over the world, so I don't see the issue here. Why are the ideas of an unified India not allowed to be strong, considering how long it will take to reach that goal, while nations like France for example just start with 20% morale in its base idea set?

Because they're far stronger than the French ones?

Thank you! We tried our best to do it justice.
As an Indian, you certainly have done it a lot of justice! I've never been this impatient for a DLC :D As a Maharashtrian though, I'm upset that the Maratha ideas are so underwhelming. Please fix ;)

For me, Dharma is a sign that Paradox are evolving and rethinking some of their previous design desisions and concepts:
  • 1. First of all, the map change PDS is providing for India are the most complex of all that any other superregion has ever received. The craftsmanship is mostly impressive.
  • 2. It seems like the design philosophy has been slowly shifting as well since MoH: more and more nations get relevant and fun national ideas. Compare any of these to Russian ideas and see the difference.

The overall craftsmanship has increased immensely. This means that the next DLC after Dharma (Iberia? Italy? HRE? European Hordes?) will receive comparable treatment and we'll finally get relevant provinces layout and competitive NIs.
Yes the strategy has changed.
Paradox stopped caring about gameplay (a while ago, honestly they are just more open about it with Dharma) and now tries to milk EU4 players as much as they can by throwing power creep candy at them in the form of military bonuses, conquest bonuses and whatever they do with Trade Companies before EU4 collapses from all the unadresed problems and the downward spiral initiated by the power creep.

Looks can be deceiving :)

Cool. The point remains, though. :)

The Powercreep is real

administrative_efficiency now in National ideas (no longer Yuan ondly)
At least 2 Mill bonuses in each idea-set
Idea-sets that can compete with Europeans
This just seems like a we buff all Formable Nations so u buy the DLC since u wan't to play in that Area

Any thing known how they are planing to dress Powercreep, if they just add more power to the Game ?

Gotta love when you trash them this good and its so true

The main thing I want to see (gameplay wise) is Europeans regularly conquering large swathes of India. Will be disappointed if this does not happen, given its focusing on India.

Any plans to regulary keep adding mission trees to countries that are not main focus of each expansion? Nations that got their own mission tree in 1.25 are great but those that did not feel very lacking, generic missions lack replayability and are almost exactly same for every single nation in the game that has no specific missions. In older expansions, you tended to add things globally even if they werent the main focus (like in Dharma you added some flavor for cossacks which i very much appreciate). So is there a possibility that, lets say, focus of the next expansion will be HRE but you will also add mission trees for Balkan minors etc?

I fear we'll need to pay for these.

People will end up just making mods with more missions than would even get added to a dlc though. I know there's a mod now called missions expanded, but it just sucks that if you don't want bland generic ideas then you need to play in non-ironman.

I fear we'll need to pay for these.

Exactly.
Future DLCs will likely be 1-2 minor features, mission trees and estates while the patch might have 1 big feature, map changes and new ideas to bring them to the minimum of 10% Morale and 5% Discipline plus some ADM saving.
Thats easier than to address the problems EU4 had and the conquest players always buy moar power.

I think Bharat should lose the 5% admin efficiency for 20% manpower, and their cav combat should go to 20%. Hindustan's infantry combat should also go to 10% from 15%.

That would close the gap between hindustan/bharat. It'd also remove a lot of peoples complaints that Bharat is going to be too good at SP, and Hindustan being too good at MP.

When discussing the power of admin efficiency consider the actual value of it.
At the lategame an optimised admin efficiency without bonuses is 70%.
Given the added 5% it is effectively increasing the amount of land one can take at 100 overextension from 333 to 400 or 20%.

Now keep in mind this is a landgrabbing of a formable nation so we ought to compare it with something similar to asses its 'OPness'.
The mughals and Italy both get 25% ccr with translates to 9month faster coring time.
Now given 1 picks admin ideas that lets them sneak in an added coring cycle after every 3 cycles.
This means one is trading the profit of 67 extra dev from admin efficiency * 3 coring cycle = 201 dev in exchange for a new coring cycle of 333 dev.
333 > 201.
So in terms of speed the ccr is better.
Now it becomes different when looking at how much land one can demand from big ai's or when using vassals. Especially when using vassals the value of admin efficiency greatly increases as opposed to ccr.
Since one is allowed to also take 20% more land and thus feed vassals faster and integrate them 20% cheaper.

So in my opinion its not that OP. Rather a choice in playstyle. For some might prefer the ccr over the efficiency. And lets be honest in multiplayer id rather form nepal.

Finally how can there be powercreep when there are alternatives being given to formables countries that are incredibly powerfull and have been in the game for ages.
Are people seriously suggesting prussia or the mughals are not op?
And i think we just established there is a playstyle choice one makes when deciding to form mughals over deccan so i dont see it as powercreep at all.
Just cool alternatives being given.

Another thing someone suggested was that buffing ideas in underplayed areas is somehow a bad thing.
if it makes the area as a whole more attractive to play in then isn't that mission succes?
Not saying it is just playing the ball.

the only thing i desire is a Releasedate so i can dream towards this expansion, alas i am left to suffer i a inferno of damnation without this expansion :(
