EU4 - Development Diary - 10th of July 2018

Hello everyone. For those of you who have no idea who I am, I’m EUIV’s Content Designer, replacing @Trin Tragula who is now Game Designer on Imperator. I started working on EUIV in January with Rule Britannia and I’m looking forward to creating content for the game for the foreseeable future.

In today’s dev diary I’ll be showing off the new formable nations coming in the 1.26 Mughals update as well as their national ideas.

Astute viewers of our weekly Dev Clash (currently on hiatus for Summer) will have noticed that Delhi is now formable. Once a mighty empire encompassing nearly the entire subcontinent, the Sultanate’s fortunes declined dramatically after Timur’s devastating invasion. It is increasingly unlikely that the ruling Sayyid dynasty will be able to hold the city as their neighbors in Jaunpur and even their own subject, Bahlul Lodi of Sirhind, seek the throne for themselves. Forming Delhi in 1.26 will not only give you access to their unique mission tree, but also to their new national ideas.

As shown in earlier dev diaries, we've broken up Nepal into several minor nations, with Nepal itself becoming a formable nation with a striking new map colour. While Nepal will retain its current militaristic idea set, the Nepalese minors have a set of their own.

Moving on to the eastern part of the subcontinent, Orissa is now formable by nations willing to brave its vassal swarm to wipe it off the map. Forming Orissa will net you access to their unique missions, but it isn't the only option available to nations in the region. The Kingdom of Nagpur can now be formed by Central Indian nations who manage to unify the Gonds and Garjats. Historically founded by one of the Gond kingdoms, it later became dominated by the Bhonsle Marathas who made it into one of the largest Indian realms of the 18th Century. As with all our new formable nations, Nagpur has unique national ideas.

Historically beginning as mere governors under Mughal rule, the Nizams would become an independent monarchy ruling over a large portion of the Deccan Plateau. Formable nations and national ideas are all part of the free patch, you don't have to pay a dime for this ;)

Dev saids this, i get your point though normaly other nations get theses bonuses aswell so it makes you stronger but likewise your neighbors.
In the case of the mandate please fix that Qing never froms and i loose my imerssion :D

NI's should be on the strong side otherwise whats the points of having them if unlocking them is just "meh, got another 10% Tax now".

If you ask me some 80-90% of all NI sets are useless garbadge.

When only a few nations even have military NIs, 5% disc and 10% morale is alraedy considered strong (which it was way way back). But now this has become the baseline and everything below that is considered "militarily challenged". At least this was the baseline before Dharma.
It wouldn't surprise me if the new normal will now be considered 5% disc 10% morale and 10% fire/shock damage together with at least 5% CCR or equivalent.

That you consider things like 10% taxes as weak only shows that there is a fundamental problem in EU4 in that nothing except military (and CCR) matters. So instead of pumping military ideas higher and higher it would be better if the game would be rebalanced so that 10% taxes is also good.

i can understand flavor changes to give region depth but op ideas was last think this region needed. Now it's just gonna be big hindu blob.

And yet I'll still extract more out of India as a European who conquers it and makes Trade Companies than an Indian tag with an Indian capital would. By a long way. I won't even have to get the trade value through Aden anymore.

I dont particularly care about the amount of Military bonuses a nation has.
But i expect the NI to change something about how the game is being played.

+1 Diplomat is one of the strongest ideas in the game and it gives more toys to play with.

So we just nerf 5 Disc to 0,5 and 10% Morale to 1%. Thats what you are advertising.

Or you could rebalance the game so that you do not earn more money than what you know what to do with to make 10% taxes valuables or change stability into something which is not easily maintained so that -stab cost matters, etc.

Perhaps. Then there should be overall re-balance of NIs rather than boosting a specific region because it happens to be focus of a DLC pack.

This seems amazingly bullheaded. "Instead of choosing ideas which are actually of relatively equal strength, we should rework the entire game economy so that an arbitrarily chosen amount of tax increase is a useful thing to have"

The reason why some modifiers are broadly rejected as worthless is because for some reason Paradox really likes giving modifiers of a fixed amount between 10% and 20% and rarely deviates from that figure, even when the modifiers are obviously weaker than others. As for why, it's blindingly clear that when your income is based on tax, production and trade, and the proportion of income from tax tends to trend down throughout the game for various reasons, getting a mere 10% boost to just one of those income sources is weak, especially when there are other modifiers already pushing you over 100% tax income.

Goods produced is generally accepted as a solid economy boosting idea since it buffs up both production and trade at the same time and there are fewer ways to push up goods produced compared to tax. Also the benefit of goods produced is multiplicative with PE / TE increases.

A similar argument can be used for other near-worthless ideas such as stability cost reduction. It's not bad that players want to avoid low value choices so why make them common? If you want to have different power levels between idea sets it is far more interesting to have bonuses which may be useful sometimes but not so broadly and generally useful as army quality bonuses, revolt risk reduction, CCR, etc. The only thing more dull than giving everyone great military and expansionist ideas is giving them all virtually meaningless ones!

Agree but that's not generally how Paradox does things - see the map changes being rolled out regionally, which if anything have been more disruptive to balance than NI tweaks and minor regional bonuses.

Except while tax is one third of the ways you make money, in practice it is considerably less than a third of your income. So, even if they reduced the amount of money in the game *again*, which btw didn't work out that well the last time, what with the ai going bankrupt constantly, you'd still be stuck with a bonus that effects maybe 20% of your income. So, still totally worthless.

For a lot of 1444 starts, it’s half or more of the total income... it just falls off later.
 
Tax quickly becomes an almost irrelevant source of income. Workshop + manufactory combo mean trade and production will dwarf anything you can get from tax. A huge bonus to tax income that came very early in an idea set (like as a tradition) could be interesting because of the kick-start it could give you in the period of the game where tax is actually important.

Actually if you mess around with industrialisation it gets pretty crazy. In my current game it's 1756 and I have an income of 5.6k ducats per month from 7.6k autonomy-modified dev (about 10k raw dev - trade companies are ridiculous). Of that, 264 ducats per month come from tax, about 1.7k from production, and 2.6k from trade. 1k from tariffs also. The economic boost that coal gives is huge, and it could be an interesting mechanic if there was something other than hitting the money cap that you could do with all that wealth.
 
Oh, I know who you are. You're the person who made a lot of really interesting mods (like Tiger, Tiger) that I've futilely stayed subscribed too in hopes they would one day miraculously be updated. ;)

Deccan Nizamate lost pretty much every single battle it fought in History and ended the game period with less territory than it began with. It expanded nowhere and was only saved from annihilation due to sheer luck time and again. They're a tag completely undeserving of such ideas especially when far more successful nations in the region like Marathas or Bijapur / Golconda have inferior ideas or no Unique idea set.
